Hoenn Gym route and story gates
Follow Emerald’s badge sequence and recognise where its plot differs from Ruby and Sapphire.

Rustboro, Dewford and Slateport
Help with the stolen Devon goods after Roxanne, then use Mr. Briney’s boat to reach Dewford. Deliver Steven’s letter in Granite Cave and continue to Slateport with the Devon Goods. Completing these errands connects the early towns; the second badge alone is not the entire travel requirement.
Mauville and the volcanic route
After Wattson, move north and follow the route through the surrounding caves, Fallarbor and Meteor Falls toward Mt. Chimney. The cable car becomes useful as the villain events advance. Flannery’s Lavaridge Gym follows this arc; Norman is the next badge target back in Petalburg.
Cross the eastern half of Hoenn
Surf opens routes that connect the next part of the story. Continue toward Fortree and deal with the invisible obstacle using the Devon Scope. Electric attacks do not solve every Flying matchup: Ground/Flying Pokémon are immune to them. Keep an alternative attack ready for Winona.
Lilycove, Mossdeep and Sootopolis
Follow the Team Magma and Team Aqua events instead of treating the eastern sea as an unrestricted shortcut to every Gym. Tate and Liza use a Double Battle, making partner selection important. The seafloor and legendary storyline leads into the resolution at Sootopolis.
Juan and the League
Juan, not Wallace, is Emerald’s Sootopolis Gym Leader. Wallace is the Champion. After the final badge, travel to Ever Grande and through Victory Road. Keep a Grass or Electric answer for the Champion, but plan separately for Water/Ground opponents that invalidate Electric attacks.
